Under CA law is is harassment to call someone repeatedly and not say anything (silence to intimidate).

This company (319) 274-1902 called my home several times per week for 2 weeks.  When I or my wife answered the call there was no response - just silence.  Finally I had had enough and called back.  I asked immediately for them to stop calling me and to put me on their do not call list.  I was told they don't have a do not call list and then I was asked if "Valentina Johnson" lived here.  I told them no and tried to tell them how upset I was with them but they just said "all you have to say is its a wrong number."  Nonsense, they were clearly calling to get hold of this Valentina (my wife's name is Johnson and first name starts with V but not Valentina) and they were not going to say antything but keep calling until someone with the right accent answered the phone or someone called them back.  Silence being used to intimidate.  And they were targeting anyone with a name similar to this Valentina Johonson.

These guys need to be put out of business.

    This letter is being directly addressed to CBE Group a professional 3rd party harassment business specializing in non stop harassment phone calls at all hours.

    This will be a letter to let you know that I have “:HAD IT” with your CBE GROUP harassment phone calla I am 61 years old and I know a few things. One is that third pary “bill collectors” have n0 legal claims/rights/entitlements in a court of law. I have been harassed by you for much too long and I am now letting you know that enough is enough! I’ve been thru this with many other harassment experts and NONE have succeded in collecting a dime from me You are hereby notified that I have “Had It!” I will now join any and all campaigns to expose you [***] ( CBE Group and DIRECTV) for who you are and your lawbreaking harassment practices. You will NOT collect a penny from me and you have now screwed with the wrong person too long! I have nothing but time on my hands and a computer! I will mount a battle horse against you people and post blogs everywhere about who directv really is and the HELL you like to drag people thru. This letter will be copied and sent to all the above listed offices. I have HAD IT! You have screwed with the wrong person too long! This is now WAR! I expect your calls to stop immediately upon receipt of this letter. You are scumbag [***] and the dung at the lowest place on earth! My phone number isXXXXXXX ( shown for real in the letter sent). Expect to get to recognize my name!

    People, You need to comer to know 3rd party bill collectors are hired by companies to collect debts from people they claim owe them money. Often these claims are not true. They hire Bottom Feeder scumbags like CBE GROUP to prey on ignorant people and count on that ignorance to make them pay. Folks, CBE GROUP is an example of 3rd pary collectors. They have no ability to collect money from anyone because no money is owed to them. So they have no legal ability to collect. They simply buy the rights to harass via repeated phone calls at all hours and these calls are pre-recorded and give you no chance to say a word. This is ILLEGAL! It is a crime! Report is to your state attorney general! Harrassment is a crime!! Get actice in ecposing these [***] scumbags ! If you can afford it file a law suit against them. Make them Pay!! Nobody is going to take you to court for under $500. worth of debt and few will for less than $3,000. Going to court is time consuming and usually the one taking you to court needs to use an attorney and this is all very expensive.. These 3rd party collectors know the courts are not going to award them a money “ruling” in their favor-NO COURT WILL! Small claims courts have no ability to make people pay any money to anyone. They only pretend to have that power to people ignorant enough to believe it and scare them into it.
    Now in some cases these collectors may get the court to put a lien on your property and then you cant sell it until you pay the lien which accumulates interest and interest upon interest which can balloon to a big amount in a few years. A 3rd party claim will NOT result in this lien. If you have no assets like me no court can get money out of you no matter what. 3rd party collection  agencies buy debts for a small percentage of that debt with the agreement they get to keep any and all they collect. They know few will pay but evidently enough do to make it a worth while.-end of letter sent. GO to Hell Directv

        SUMBAGS started calling me this morning at 8:27am! this is from me returning my direct tv equipement in their pre paid box no instructions were inside so i called direct tv & got a new employee who didnt know what she was doing yet...put me on hold & came back with a # to call at fed ex for pick up. i didnnt know any better so i call & schedule pick up,fed ex came & picked up but the driver did question my son: "these boxes are under 10 lbs" my son said "i guess" so he takes them onto heavy pick up/delivery for fed ex....us NOT knowing its extremely expensive to deliver this way,the bill is over 400.00 & i get the bill!! direct tv even though they slapped a pre paid postage & also signed for delivery ...I GOT the bill,all the calls i made & all this aggervation i now sit in collection with a bad mark against my credit! not that i care(get in line direct,iam a magnet for such things!)

        I understand your frustration and anger.  I too have run on hard times from time to time in my life and had to battle bill collectors.  I want to address your letter though.  As I said I understand the anger etc. but, name calling and ranting is not going to be taken seriously by anyone and I doubt the Attorney General is going to "really" give it that much scrutiny or a real hard second look.  He may shoot it down to some new inexperienced attorney in the office that will just put it on a pile of other ranting's he has.  Consider the AG's office gets about 100 cases of murder, robbery, assault and rape to prosecute a day.  I believe you wrote this while you were still angry and upset but again the redundancy and name calling really doesn't get you anywhere.  Your letter needs to be more professional, much like you would get from a lawyer or someone of that nature.  As you said, "(you have) time and computer" and no one should underestimate the "power of the pen."  Just screaming it's illegal has no substantiation. If it's illegal you should quote the specific part of the law and code number that pertains to the area you are addressing i.e. back it up.  I'm not defending the companies for their tactics and I don't doubt they have crossed the line.  Their tactics are much like throwing a pebble in a pond.  They start with a name of a person who owes money to a company and hasn't paid for whatever reason.  Many people who owe money have their own tactics by changing names, falling off the grid, etc.  so the collectors cast a wider net.  When net fishing for say mullet you can throw your net and you get mostly mullet but you will get other fish or jelly fish also.  You are one of those "other" fish.  Even if you tell them you aren't who they are looking for or you're not even close.  Yes, they could do a better job at discerning who they are calling and how many times but they use a program that robo-dials by whatever parameters they put in.  I have a land line just for purposes for the Military Medical Center and VA because they have a computerized phone system that calls and let's you know when your labs are due or when your appointments are and where.  Other than that, I DO NOT answer ANY calls that come through unless I KNOW the number. You see, I get the same calls that many of these posts are complaining about.  I do the same with my cell phone.  I have a function on my phone where I can block any calls that come through that I don't know.  So once they hang up I block them from coming through ever again.  I'll close with this....I feel your pain and I hope the politicians can change the laws to at least put more restrictions on how they can collect but the sad truth is....these CBO's have been hired by companies to recover monies OWED to them.  Like it or not, these companies are in business because people will not just call their debtors and work something out.  When I was in dire straights I was paying $1-$5 a week to my debtors just show them I was trying.

          sorry to tell you that states attorney general  DO NOT prosecute such as you say.
          they deal in constitutional law, and the general legal work for the state. you are thinking
          about the local state attorney or county district attorney.

          They are  totally different than the State Attorney General.

        You tell em bulldog! I have gotten two calls EVERY single day from these scumbags for the last month & a half! Worse, I got the same twice daily calls from another number also registered to these scumbags for over two weeks! Its never the same time either...I think theyre "fishing" for a time they think they can reach me. I have NO business with these scumbags. I can block them with my call block app forever...can they deal w that? I hope they can't because they're annoying and harassment is a crime if Im not mistaken. I may be young...only 41, but Im not stupid. Go to hell CBE Group!!!!!!!!!!!

          Send them a letter to cease calling your number, and if they continue, sue them for violations of FDCPA or TCPA.

      This company calls my cell phone several times per day for several weeks & has only left one message that states they are a debt collection agency in violation of Fair Debt.  They have neber stated who the original creditor may be or how much they claim I may owe.  I have never received any written notice from them and never quoted my rights under Fair Debt, which is a violation of Fair Debt.  In addition, they refuse to respond to written inquiries.  I have no unpaid debts, so I am at a loss as to why they have been calling me  or is they even have the right person.  I finally gave up out of frustration and filed a complaint today with the FTC.

      This company calls my cell phone several times per day for several weeks & has only left one message that states they are a debt collection agency in violation of Fair Debt.  They have neber stated who the original creditor may be or how much they claim I may owe.  I have never received any written notice from them and never quoted my rights under Fair Debt, which is a violation of Fair Debt.  In addition, they refuse to respond to written inquiries.  I have no unpaid debts, so I am at a loss as to why they have been calling me  or is they even have the right person.  I finally gave up out of frustration and filed a complaint today with the FTC.

        CBE group has just started calling me 3 or 4 times a day, I do not owe anybody any thing, it comes as a robo call which when answered you get the exact same message, a female voice says to hold and then there is music. I is obvious this is a recording. After a little while I hang up. So because I am retired and have a lot of time on my hands I call their toll free number 1-800-925-6686 and when the recorded message says to leave a message I promised to call them 10 times each time they call me. I am polite, do not use profanity but ask questions on how the weather is and kind things like that. I did send off a certified letter today demanding that they stop calling my number (costs $3.10) but as soon as I receive confirmation that they received my letter then I will file a complaint with the Fed. agency that regulates these bottom feeders. They like to prey on the elderly because they think if they harass them enough they will pay money that they do not owe. These people will not stop calling so fight back.

          Every day I get calls from those SOABs at CBE on different phone numbers in various locations, they use those robocalls to harass for fun & enjoyment, I have filed 30 complaints in the past 2 weeks to the FTC, the Tucson Better Business Bureau. I checked on line to these various locations to see if CBE group has offices in those location, they don’t I don’t owe those people anything at all. I reported to the FTC all of the robocall phone numbers they use, gave a list & time of those calls that I got from CBE. They have No right to harass people and/ or try to make someone else pay for a debt that the previous persons phone number which is no mine that they might try to find. I’m on the National Do not call register, I also filed dispute forms with the 3 major credit agencies as well. I had my phone number & area code changed in late March, for 108 days I didn’t get any robocalls at all, then it started up 2 weeks ago. Next step I’ll take is what they will not like at all. CBE and all who use robocalls need to be shut down permanently, they don’t have any right to harass people at all.

        I am in the same situation as you.  The exception is that I inherited the phone number of someone who owes the entire state money.  Most of his debt collectors have finally stopped calling me but these [***] wont give up.  I would love to be able to cause the same harassment to the people doing this to me.
